I think that's one of the statistic that kind of gets lost in someone and they say, well, this person is non criminal- he doesn't have a criminal history in the United States. Well, that individual can have a criminal history, say, in Brazil, Uruguay, Ukraine, Russia. So there's a lot too that goes into that, what ICE offices and agents do arrest people for.
