所以我的理解是，政府本来有一个CHIP Act, 借给Intel钱，Intel要还这个债的。当然也可以破产，就不用还了。那么现在等于是，Intel已经用股份还了这笔债了，是吗？这老川头对Intel还很有信心嘛？Worst case都一样，政府血本无归。但是，Best case, Intel搞好了，政府跟着赚钱，老川头这笔买卖还可以。
