The number of arrests was also down from 2022, according to The Times report, and most arrests didn’t lead to a prosecution either.

大部分只是警察逮捕，并没有到presecution 起诉或者坐牢的阶段。
其实这数据本身就有问题，鳖国因为高压管制，多数人不会自讨没趣，所以恰恰正是言论不自由导致逮捕人数少。
