叔发现国会可以休会，那就不能汇总选票了，这个办法可能行

理论可行吗

不能。因为宪法规定了无论是否有选举。任何在在任总统都必须在1月20号解职。如果当时没有新总统选出来，那么按照 副总统 -> 议长 。。。这样的顺位自动产生临时总统。直到新总统选出来为止。

所以如果没有选举，那么议长迈克强森自动成为临时代理总统。
