Yes — recent polling shows that more Americans tend to blame the Republican Party (GOP) than the Democratic Party for a government shutdown — though it’s not an overwhelming majority and a significant portion blame both parties.

Key findings

A national survey from Marist College Institute for Public Opinion / PBS NewsHour found that 38% of Americans said Republicans would be to blame if a shutdown happens, while 27% said Democrats, and 31% said both equally.

A direct poll by The Washington Post found 47% of respondents blamed President Donald Trump and congressional Republicans for the partial shutdown, vs. 30% who blamed the Democrats in Congress.
The Washington Post

Another recent survey (AP-NORC) indicated widespread blame: about 58% said congressional Republicans (and Trump) were responsible, while 54% said Democrats in Congress were responsible.
Politico

However, a small number of polls show some shifting sentiment: One from Morning Consult found growing numbers of voters blaming Democrats (38% blaming Democrats, 43% blaming Republicans) though Republicans still slightly more.
Morning Consult Pro

Why this is the case

The GOP currently holds more control of federal institutions (in the instances referenced) which tends to increase public focus/blame. For example, the Marist poll noted Republicans “control the White House and both houses of Congress.”

Much of the public sees a shutdown as a failure of governance or unwillingness to compromise — and when one party holds more power, that tends to attract more responsibility.

Partisan lens: Democrats largely blame Republicans; Republicans largely blame Democrats. Independents often lean toward blaming the party in power or both. For example, independents in one poll: 36% blame Republicans vs. 19% blame Democrats.

Caveats

Even though the GOP is getting more blame in many polls, a large share (often 30% or more) say “both parties” are equally to blame. So blame is not being placed solely on one side.
Marist Poll
+1

Polls vary based on which wording is used (shutdown “would be” vs “is”), when they were taken, and whether they name individuals (e.g., Trump) vs parties.

Some polls indicate that the margin is narrowing: more people are beginning to blame Democrats as messaging and facts shift.
Morning Consult Pro

Bottom line

Yes — currently, the public tilts toward blaming Republicans more than Democrats for a government shutdown. But the difference is modest, and many Americans place blame on both sides rather than one alone.
