估计类似于戊戌变法，当初康有为等人鼓动光绪帝下诏变法，并出谋划策，设计改革蓝图，策划和推动改革的实践进程。最开始干劲十足，跟打了鸡血一般，但是行事过于急切，变法受到各方的强列抵制，最终以彻底失败告终。
