Fundacion Safeguard Defenders was founded abroad in 2016 by Peter Dahlin, a Swedish, but as early as 2009, Peter Dahlin founded the so-called "China Action" in Hong Kong, which is the Director of the organization. However, although Peter Dahlin set up an association in Hong Kong, he carried out activities related to the association in Beijing all day long without any registration and filing procedures, which in itself violated Chinese law.
