Comcast promotion

1. 2015 — Strong net neutrality rules under Obama
• The FCC (Federal Communications Commission) reclassified broadband as a “Title II” common carrier service in 2015.
• This meant ISPs like Comcast were subject to stricter rules, including limits on blocking, throttling, and paid prioritization — though data caps weren’t directly banned, they could have been challenged as “unreasonable practices.”
⸻
2. 2017 — Trump administration rolls back protections
• In December 2017, under President Trump’s appointed FCC chairman Ajit Pai, the FCC repealed the 2015 net neutrality rules.
• This rollback removed federal oversight of broadband pricing and practices, including data caps and overage fees.
• The repeal took effect in June 2018.
⸻
What that meant for Comcast
• After 2018, Comcast and other ISPs were free to re-impose or expand data caps without FCC scrutiny.
• Comcast expanded its 1 TB data cap to more regions starting in 2016–2020, and after the 2018 repeal, there were no federal restrictions preventing them from doing so.
