As of today, May 1, 2025, the duty-free allowance for goods arriving in the United States from China for a traveler is $0.
Here's a detailed explanation:
End of De Minimis Exemption: The United States has eliminated the de minimis exemption (Section 321 of the Tariff Act), which previously allowed shipments valued at $800 or less per person per day to enter the U.S. duty-free. This change specifically targets goods originating from China (including Hong Kong).
Effective Date: This elimination of the duty-free exemption for Chinese goods takes effect on May 2, 2025, at 12:01 a.m. Eastern Time. Therefore, as of today, this rule is in place.
New Duty Rates: International postal packages from China valued at or under $800 will now be subject to significant duties:
May 2, 2025, onwards: An ad valorem duty of 120% of the value of the postal item.
May 2, 2025, to May 31, 2025: Alternatively, a specific duty of $100 per postal item.
June 1, 2025, onwards: The specific duty increases to $200 per postal item.
Commercial Shipments: Goods from China entering the U.S. through commercial channels will also be subject to applicable tariffs, which have seen increases recently. As of April 12, 2025, the retaliatory tariffs imposed by China on American goods have reached 125%. The U.S. has also increased tariffs on Chinese goods.
Purpose of the Change: This policy change aims to address concerns about the exploitation of the de minimis provision for smuggling illegal goods, particularly synthetic opioids, and to level the playing field for domestic businesses.

The statement is incorrect. While the de minimis exemption for low-value imports from China has been ended, this primarily affects businesses and not individual travelers. Travelers still retain a personal duty-free allowance of up to $800 for personal or household goods. The change impacts duty-free treatment for small packages shipped commercially, not goods brought back by travelers.
